CONCLUSIONS

This report sets out the vision and strategies for spatial development in the Baltic Sea Region, adopted in 1994, and the rationale behind their review (chapter I). This review reflects the experience made during 8 years of VASAB co-operation (chapter II). It considers spatial trends during a first decade of transition, and expected challenges for future spatial policies in the Baltic Sea Region (chapter III). On this basis, recommendations for future transnational actions are developed.

VASAB action will follow the principles of subsidiarity and effectiveness: to engage only if transnational co-operation helps to better solve a problem, if local or regional actors require political backing from national levels, if there is a clear spatial dimension, and if there is the expectation of impact (chapter IV.1).

The report proposes six key themes for transnational co-operation towards sustainable spatial development (chapter IV.2): (1) Co-operation of urban regions; (2) Strategic development zones important for transnational integration; (3) Transnational transport links important for pan-European integration; (4) Diversification and strengthening of rural areas; (5) Development of transnational green networks including cultural landscapes; and (6) Integrated development of coastal zones and islands.

For each of these key themes recommended actions are elaborated in more detail in chapter IV.3, including geographical examples. This will form the basis for future work programming of the CSD-BSR, and serves as an invitation to other actors to cooperate.

The VASAB co-operation will focus on five lines of action (chapter IV.2.2): (a) Recommend transnational policy measures; (b) Promote methodology development, (c) Promote co-operation projects; (d) Cooperate with other cross-BSR initiatives; and (e) Promote a dialogue with sector institutions.

The majority of proposed projects will not be executed under VASAB umbrella.
