4.3 Unfavourable regional spatial structures
When discussing the development of urban regions in the BSR, attention was drawn to regions where a weak urban structure coincides with high future economic restructuring need due to a sizeable low-productivity agriculture sector.
Regions falling under this category (see map page 29) are found particularly in eastern Poland, in a north-south belt in Lithuania, major parts of Lithuania, Estonia and St. Petersburg region.
Development problems exist where a combination of different unfavourable structural features exist.
Regions with such characteristics are found mainly in peripheral areas of Norway and Finland, in large parts of eastern Poland, but also in western Jutland (Denmark), in major parts of Latvia, in south-western Estonia, but also in other parts of the BSR.
